Daley, Alderman Tom Tunney, Alderman Vi Daley and the Chicago Transit Authority for their dedication to affordable transit solutions, alternative transportation opportunities and their inclusive vision throughout the Brown Line Capacity Expansion Project,” Kim Schilf, LPCC President and CEO, said at the event. “These are three key elements to the success of businesses in Lincoln Park and throughout our City of neighborhoods.

“The Fullerton ‘L’ station is located just a handful of stops from the Loop, Michigan Avenue and their many hotels,” Schilf said. “This station provides access to the Lincoln Park Zoo, the Peggy Notebaert Nature Museum, Lincoln Park Conservatory, locally-owned businesses and some of Chicago’s best restaurants.”

The LPCC contends that public transportation access is a key element of a comprehensive traffic management and visitor attraction campaign. Maintaining safe, quality stations provides visitors from other neighborhoods a positive first impression when exiting trains and entering a new neighborhood, Schilf said.

“The Lincoln Park business community represents the strength of Chicago’s neighborhoods,” she continued. “With local shops, boutique and restaurants sharing commercial stretches with national chains and anchor institutions like DePaul University and Steppenwolf Theatre Company, Lincoln Park businesses contribute to a strong reputation.”

# # #

Stay tuned to the LPCC's website for more information on the status of these ordinances.

Updated: January 5, 2010

Explanations of the ordinances introduced at the December 2009 City Council meeting and a link to each ordinance relevant to the retail industry is found below. These Ordinances will be voted on at the January 13, 2010 meeting of the City Council.

City of Chicago On-Premise Sign Amnesty Ordinance of 2009

http://www.chicityclerk.com/legislation/sublegmatters/2009/dec16/Mayors/PO2009-8375.pdf

Beginning April 15, 2010 and ending on October 15, 2010, the city will waive fees for building permit signs, zoning reviews and the first year of the public way use permit. Any citations issued prior to the amnesty period will have both the amount due and prosecution waived. Amnesty will not apply in circumstances where a person is a party to any criminal investigation or criminal or civil litigation going through any court in Illinois. Amnesty will also not be granted to any person required to attend a hearing in the department of administrative hearings concerning fraudulent conduct concerning any debt or non-payment of debt owed to the city other than debt that would be waived by the amnesty provision.

If this ordinance passes, it will take effect on April 15, 2010. The ordinance was heard in a joint committee of License and Transportation on Monday, January 4, 2010.

License Renewal and Fees Ordinance

http://www.chicityclerk.com/legislation/sublegmatters/2009/dec16/Mayors/PO2009-8374.pdf

This ordinance would allow a holders of certain licenses to elect to have the term of their license expire at the end of either two or four years if a term is not already provided for in the Code. It also changes the renewal terms for the majority of current licenses. Exception: if a person holds a license under any of the following categories, those licenses will expire every two years:
• Liquor Dealers
• Day Care Centers
• Massage Establishments
• Weapons
• Hotels
• Single-Room Occupancy
• Rooftops in Wrigley Field Adjacent Area

If a person has a license that expires at the end of two years and their fee for that license or their combined licenses exceeds $1,000, then they can choose to make the payment in two equal installments.

If you currently hold any license pursuant to Chapter 4 of the Code, please read this ordinance carefully as the payment terms for that license will likely change with the passage of this ordinance.

The ordinance will be in effect 120 days after passage and publication.

Review of Landscape Ordinance - RESOLUTION

http://www.chicityclerk.com/legislation/sublegmatters/2009/dec16/SCANNED%20DECEMBER%2016,%202009/30_PR2009-108.pdf

This resolution asks the License committee to hold a hearing to discuss current policies and practices of the city to hold licenses for businesses that have not complied with newest revisions to the Landscape Ordinance.

Changes to Public Way Use Permits

http://www.chicityclerk.com/legislation/sublegmatters/2009/dec16/Mayors/PO2009-8373.pdf

This proposed ordinance would clarify the circumstances in which a person would need to apply for a public way use permit. It also clarifies definitions for items which require public way use permits. It also details the circumstances in which an application for a permit will be denied. Permits will last for 5 years and holders must furnish a certificate of insurance to the department with coverage in an amount not less than $1 million. Fees are delineated in the ordinance as well as exemptions. Also creates a "subsidewalk space use" permit. Deletes the requirement for a permit for maintenance of wires, cables, etc.

Ordinance to Issue a Joint City and County Cigarette Stamp

http://www.chicityclerk.com/legislation/sublegmatters/2009/dec16/Mayors/PO2009-8385.pdf

A proposal to contract with Cook County to issue jointly a tax stamp for cigarettes. The ordinance will be heard in the Finance committee on Monday, January 11, 2010 and would be effective upon passage and publication.

Ordinance granting temporary tax relief from the Employers Expense Tax

http://www.chicityclerk.com/legislation/sublegmatters/2009/dec16/Mayors/PO2009-8382.pdf

If an employer's business has been located in the city for at least 12 months prior to July 1 of the current tax year, the employer will not have to pay the Head Tax if that employer was not required to pay the tax in the tax year prior to that ending on June 30, 2010 or June 30, 2011.
If the employer was required to pay the tax, under the same set of facts, the employer will not have to pay any of the head tax owed over and above what the employer paid in the previous tax year.

If an employer merges/consolidates the business with another entity, and the tax owed in the current tax year exceeds what that employer would have paid if the merger/consolidation had occurred a year earlier, then the employer will only be required to pay what they would have owed the year prior.

The ordinance will be heard in the joint committees of Finance and Economic Development although a meeting has not yet been scheduled. It would be effective upon passage and approval and repealed on August 16, 2011.

Updated: December 9, 2009

According to the Chicago Tribune and Chicago Public Radio, on Tuesday, December 8, 2009 Mayor Richard M. Daley announced plans to offer small business loans to promote business growth and a series of enforcement and policy changes to ease the burden on city staffing needs.

Daley said he will work with aldermen and the Department of Business Affairs and Consumer Protection to make the application process for new businesses shorter as well as offering two-year and four-year licenses and a potential payment plan for licenses. The mayor also announced that fewer fines and code violations will have to be paid in person.

Money for the program, $3.2 million from the City's Skyway lease and $350,000 from the much-debated parking meter lease, will result in loans ranging from $10,000 to $150,000 through community lenders.

Stay tuned to the LPCC's website for more information on this exciting opportunity for Chicago's business community.

Starting January 1, 2010, it will cost you a little more to park in Lincoln Park - and throughout Chicago. Chicago Parking Meters reports that the cost of hourly parking in Lincoln Park will now be $1.25, up a quarter from $1.00. Rates in the Loop and closer to the Central Business District will be a little harder to swallow for consumers and residents - there, costs are increasing to $4.25 and $2.50 an hour, respectively.

Costs for parking first increased in 2009 after the city's now infamous parking meter lease. Only a small portion of the approximately $1.15 billion collected as part of the lease remains after budget constraints in 2009 and 2010 left the City of Chicago desperate for cash.

Save Money On Health Care: Five Things You Can Do Now

The following was printed in the U.S. Chamber of Commerce's monthly publication: uschamber.com...

by Wayne Sensor

Health care, as we have known it, is changing. We don't know how, or exactly when, but change is coming. Over the past several months, we have seen the fear that Americans are feeling over health care reform.

Change can be good, especially when you consider that we spend $2.5 trillion a year on health care and not everyone has access to it. No one can predict what will emerge from the great debate on health care—but you can start saving money now.

Encourage your employees to take good care of themselves.

It sounds pretty simple, but most people take their health for granted until something happens. By then, you're fighting to attain—not maintain—good health, and that is much more expensive. How do you maintain good health? Take control of your situation—eat well, exercise, and keep a healthy weight. Those three things can lower your risk for costly health problems, such as obesity, diabetes, and heart disease.

Encourage prevention.

Preventing illness is the single most important thing your employees can do. It's cost-effective and lifesaving. Spending a little money each year on a physical is, in the long run, much less expensive than ignoring your health and ending up in an ER with a heart attack. Make sure that your employees are monitoring their cholesterol, blood pressure, and blood sugar. Benefits plans that pay for prevention are a good investment. You pay for expensive care on the back end through higher premiums, Why not invest a little on the front end to keep employees healthy and avoid more costly care?

Expect your health care providers to provide cost and quality data.

For employees to make good decisions, they must have information. What other products or services do we buy in this country without knowing how good they are or how much they cost?

Alegent Health posts 40 quality scores on its Web site and has an online cost-estimating tool that gives people relevant pricing on more than 500 tests and procedures. You and your employees have every right to know how good your health care is and what it costs. If that information is not available, ask for it—or demand it—if you have to. It's that important.

Educate your employees on where to access care.

Do they need an ER, or could they go to a clinic? That decision can save thousands of dollars. Let's say a child has a fever and sore throat. Strep is suspected. A checkup and strep test at the doctor's office can save hundreds of dollars over the ER. Inform your employees about their options.

Help employees manage their chronic diseases.

Employees who are diagnosed with a chronic disease, like diabetes, need to manage it. Give them time and tools to keep it in check. Encourage them to work with their doctors to develop a plan they can live with.

As employers, we play a significant role in the health of our workforces. Developing an innovative health benefits plan can offer a competitive edge in attracting and retaining talent. It can also improve the health of employees, avoid hospitalization, and save money in the process.

The author is president and CEO of Alegent Health, a not-for-profit health care system in Nebraska and Iowa.Originally published October 2009.
For Immediate Release

Lincoln Park Chamber of Commerce Statement: Boutique Shops Forced to Close Their Doors
Global Recession Has Always Hit Main Street

CHICAGO (October 29, 2009) – Throughout the global recession of the past two plus years, businesses from Wall Street to Main Street have been forced to close their doors. Throughout this difficult economic stretch, the Lincoln Park Chamber of Commerce (LPCC) has recognized the problems affecting businesses both large and small and continues to work to provide businesses the tools, resources and connections necessary to remain profitable, no matter what the economy is doing.

“With boutique shops and restaurants representing a key component of our chamber and neighborhood’s fabric, watching a business be forced to close their doors is of course the last thing we ever want to see,” said Kim Schilf, LPCC President and CEO. “At a time when budgets are increasingly tight for families, businesses and governments, I encourage everyone to remember to shop local and contribute to the vitality of your neighborhood’s business community and reputation.

“We lead numerous initiatives in support of our mission – helping businesses in Lincoln Park succeed and grow,” Schilf continued. “We have negotiated discounted advertising rates at key Chicago media outlets and have offered sponsorships that provide brand awareness and marketing opportunities to help businesses keep their products and services in front of consumer’s attention.”

As a membership organization dedicated to supporting the needs of businesses and the surrounding community, it is the responsibility of the LPCC to keep the best interests of its members in mind when supporting key issues and developing new programming that will affect the way they do business now and in the future.

“As the largest neighborhood chamber of commerce in Chicago, the LPCC works to use these membership numbers to the advantage of the entire business community. The reputation of Lincoln Park as the premier destination for shopping, eating and cultural activities is a key marketing tool we strive to maintain despite the economy,” Schilf said. “We offer dozens of affordable, engaging events from educational seminars to networking events – often totaling more than 150 participants – to help businesses promote their product, or make the necessary connections to keep the cost of doing business down.

“Although Lincoln Park benefits from neighborhood anchors like the Lincoln Park Zoo, DePaul University, Children’s Memorial Hospital, Chicago History Museum, the Peggy Notebaert Nature Museum and more, we are certainly not immune to the global economic downturn,” Schilf concluded. “During these difficult times, I urge businesses to band together and create a unified voice and push for increased sales in Lincoln Park, and across the country.”

While many businesses are being forced to close their doors, the LPCC believes, others still are remaining steady or flourishing. It is unfortunate, however, that stories of a gloom and doom economy continue to cover headlines from coast to coast. LPCC members have shared both their stories of success and challenges throughout the past two years, and if positive messages were shared with the community, the LPCC contends future businesses can learn how to adapt to market conditions and keep their doors open.

# # #
